Job Description: The Cabinet-level Assistant Superintendent of Human Resources provides executive-level leadership, strategic direction, and oversight of the District’s personnel functions. This position oversees all major HR functions, including employee services, talent management, performance management, labor relations, employee relations, and compliance. As a member of the Superintendent’s Cabinet, this employee will work collaboratively with district leaders to develop and implement workforce strategies that attract, support, and retain a high-quality workforce.
Requirements:
- A master’s degree or higher from a recognized, accredited college or university is required; a master’s degree is preferred.
- A valid Superintendent's Certification in the state of Oklahoma.
- Principal experience (10 years) preferred.
- Human Resources-related experience in public education preferred.
- A minimum of 10 successful years of administrative leadership experience is required.
- Demonstrated knowledge and proficiency in recruitment, selection, and retention of employees.
- Demonstrated knowledge and proficiency in HR policy administration and records.
- Demonstrated knowledge of federal and state employment laws.
- Demonstrated knowledge of certification/credential requirements of school district employees.
- Strong oral, written, and interpersonal skills necessary to communicate with diverse employee groups, administrators, and stakeholders.

Major Responsibilities and Duties: Employee Relations:
- Establish and maintain strong positive relationships with campus and District personnel.
- Collaborate with and provide guidance for sites and departments regarding personnel issues.
- Possess effective coaching and guidance skills, and inspire both the respect and the trust of principals and other colleagues.
- Demonstrate and elicit trust and respect from others, recognize and respect the knowledge, experience, and values of others, and demonstrate and secure the confidence of others.
- Serve as a hearing officer for grievances as appropriate.
- Participate in activities that promote positive relationships between HR team members, the District, and the community.
- Cooperate with other staff members and communicate effectively to contribute to the overall effectiveness of the Human Resources Department.
- Display a strong personal commitment and maintain high visibility, accountability, and accessibility by engaging regularly with sites and departments.
Problem Solving and Analysis:
- Effectively solve problems rather than treating symptoms, listen to and take responsibility for parent or community interest and concerns addressed at the central office level, and develop cohesive solutions after weighing alternative courses of action.
- Provide information and feedback to the Superintendent about personnel, parent, and student matters.
- Manifest adeptness at conflict resolution and in choosing among alternatives; possess the ability to balance the needs of central administration, site employees, support employees, students, parents, and the community.
Personnel Management:
- Facilitate and participate in District recruiting and retention initiatives.
- Work cooperatively with principals and supervisors to screen and interview candidates and provide recommendations for the selection and assignment of personnel.
- Assist supervisory personnel in conducting and documenting staff evaluations, professional growth plans, due process procedures, and contract non-renewals.
- Assist teachers in certification, emergency certification, and alternative certifications, as needed.
- Create, document, and maintain a master list of personnel changes and needs for other departments.
- Conduct District investigations as assigned.
- Facilitate public information requests for Human Resources.
Professional Growth and Development:
- Stay current with human resource issues and best practices through professional organizations, publications, and conferences.
- Provide professional development on human resources issues.
HR Process:
- Assist with the teacher allocation and assignment processes, as needed.
- Facilitate new hire meetings for all newly hired certified personnel.
- Oversee the new-hire process for all support, lay coach, and substitute personnel.
- Distribute and maintain contracts for all first-year, second-year temporary teachers, and retired teachers (yearly).
- Distribute and maintain all Letters of Intent (yearly)
- Assist in the preparation and revision of job descriptions and classifications of positions.
- Assist in the development and implementation of salary, benefits, and other forms of compensation.
Compliance:
- Ensure compliance with federal, state, and local policies concerning personnel and other areas of supervision.
- Maintain complete and accurate personnel records as required by administrative regulations, federal guidelines, District policy, and the Oklahoma Department of Education.
Talent Management Responsibilities:
- Lead and oversee districtwide recruitment, selection, onboarding, and placement processes to attract and retain highly qualified employees.
- Oversee personnel actions, including employee transfers, promotions, separations, retirements, and other employment status changes, ensuring compliance with District policies, collective bargaining agreements, and applicable laws.
- Oversee the development and implementation of recruitment and retention strategies that address current and future staffing needs and support District priorities.
- Foster recruitment and hiring practices that attract, support, and retain a diverse workforce reflective of the students and communities served by the District.
- Oversee the District's New Teacher Residency Committee (SDE requirement/quarterly meetings)
- Oversee the recruitment, assignment, compensation, and management of substitute employees.
- Supervision and assessments of assigned principal(s), director(s), or department(s).
- Provide professional development or necessary training for any or all personnel as warranted.
Human Resources Administration Responsibilities:
- Lead the development, administration, and continuous improvement of the District’s classification and compensation systems, ensuring compliance with pay equity requirements and alignment with District goals.
- Oversee the development, review, and maintenance of position descriptions to ensure duties, responsibilities, qualifications, and reporting relationships accurately reflect the needs of the District.
- Oversee the administration of workplace accommodations, ensuring compliance with applicable laws, regulations, and District Policies
- Oversee the District's Policy Committee (per SDE/monthly meetings)
- Ensure state, federal, and local laws and language changes are addressed in relation to district policies and are updated to keep the district in compliance.
- Oversee and collaborate with the Oklahoma Educational Association representative for Sand Springs Public Schools in relation to work disputes.
- Develop and implement benefits strategies and programs that support employee recruitment and retention, fiscal responsibility, and the effective use of District resources.
- Manage relationships with insurance carriers, brokers, consultants, third-party administrators, and other service providers to ensure high-quality, cost-effective employee benefit programs and services.
Compliance and Risk Management Responsibilities:
- Develop, implement, and ensure District human resources practices and procedures comply with applicable federal and state laws, regulations, and District policies.
- Create, investigate, and maintain all documents involving personnel disputes, disciplinary actions, mandatory reporting, terminations, resignation agreements, and any other forms of complaints by employees or stakeholders.
- Oversee the maintenance and integrity of employee personnel records in accordance with applicable laws, regulations, and retention requirements.
- Supervise required federal and state reporting related to human resources functions, including benefits, unemployment compensation, labor relations, occupational safety, and other mandated reporting requirements.
- Provide oversight of the workers’ compensation program, including coordination with the insurance carrier, management of claims processes, and facilitation of return-to-work and light-duty assignments in collaboration with district leadership.
- Provide oversight of the Family Medical Leave Act and all federal requirements, districtwide.
- Oversee the processes and procedures for Worker's Compensation for documentation and compliance.
- Assist or oversee the process of all Oklahoma State Department of Education Awarity Complaints, Digital Communication Requirements, Resignation Agreements (involving allegations or possible criminal intent/or only the investigation of), parental complaints, etc.
Performance of Duties:
